If you are planning to remodel your home you as a homeowner you are responsible for getting all of the proper permits. Even if you use licensed contractor that should know what projects require permits double checking with your city and county is recommended. There are no Federal or State standards and ordinances vary city by city, the only way to know what codes apply is to go to the City website or call.
The cost of a permit can be as much as 1% of the total project and can take 6 weeks to get inspected. Bypassing this step is tempting but the National Association of Realtors said "this can have negative implications when you want to sell your home". The inspectors and appraisers will want to see that you have proper permits on file. The buyer will not be able to get a loan if remodeling was not permitted.
Most categories are common in many municipalities making permitting required for public and personal safety including any work involving plumbing, electrical and natural gas. With changing safety codes and need for more revenue more items are being added to the permit list.
